About This Guide

Public knowledge that helps people find their way into civic life.

A guide to informed participation.

The Citizens’ Navigation Guide helps people understand representation, examine public records and take part in community life. CitizenLibrary.org is a free, independent library built around public knowledge, informed participation and trust. Its guides draw on the community-education work of Awake Foundation.

The guide begins with District 2, extends across Colorado’s eight congressional districts, and is designed to grow state by state. It follows the jurisdiction-first organization used in VictimsGuide’s state-law library.

  • Primary sources: claims remain connected to their authority and check date.
  • Honest coverage: unverified local details remain identified as incomplete.
  • Usable access: clear language, keyboard navigation and mobile layouts.
